As you are aware, we had a serious outbreak of African Horse Sickness in the Western Cape earlier this year. As part of precautionary measures in an attempt to reduce the chance of future outbreaks, we would like to know the whereabouts of all equines in the African Horse Sickness control area.
The Department of Agriculture is going to conduct a census of the Western Cape’s equine population, beginning early 2012. This Census will only include equines within the boundaries of the FREE & SURVEILLANCE Zones (See attached Map).
What is the Equine Census ?
Put simply, the equine census is a count of all equines within these marked areas or zones. It will include all breeds (horses, ponies, mules, donkeys & zebra) regardless of ownership or use. Whether you own a single horse for your family’s recreational use or run a large breeding or training facility,we need you input please.
When and how will the Census take place ?
We plan on starting the Census early 2012. Staff will be visiting, with prior arrangement, all properties to collect this information. This letter serves only as an advance notice to gather contact details before the actual Census takes place.
Why is the Equine Census Important ?
Getting an accurate count of equines is the first step in planning economic development, health, safety, preventive and emergency strategies in the case of any infectious disease occurrence. The importance of the findings of this Census cannot be overstated and we need everyone to please respond.
What kind of information will be gathered ?
All the major sectors of the equine industry will be included. We will ask for numbers of equines, location, type of operation, owner & horse details. Presentation of your horse’s passport (or copy thereof) if he/she has one, will be required. The census is NOT part of any licensing, testing, or other regulatory activity.
Anyone concerned about submitting personal information should know that by law, all such information is strictly confidential. Names, addresses and personal information will not be shared with anyone!
Who Conducts the Census ?
The State has contracted Racing South Africa (Kenilworth Quarantine Station) to conduct the census. Staff from the State Vet Boland office and Kenilworth Quarantine Station, will be gathering the information in person.
